Yup, they'll know the relevant state and federal laws, and IIRC you'll need a registered gun dealer to receive the gun on your behalf anyway.
As for OP's other question, it's possible to either buy an SBR or convert a gun into 1, simply it needs to be registered as an SBR with the ATF either way.

Have a valid MA LTC Make sure what y'all have or want is Maura Healey ok. Determine on if you want to exercise a trust or private. Make full out a form 1 and mail a $200 check with fingerprint carte du jour to the ATF. Or Efile (normally Efile is faster) The forms are super easy to fill up out. Wait 3 weeks-18 months for the ATF to approve you. Take permission skid to an engraver and become the relevant information engraved on the firearm. Have a professional cut and thread the butt or just get your finest harbor freight hack saw bachelor and give the barrel a bris. Or if it's something elementary like installing a short barrel upper do it and always keep in mind the NFA requirements (example you will need atf permission to accept it across country lines) and be set up to show valid documentation of said tax postage stamp when y'all are at the range. If i knew a lawyer in MA who specialized in this sort of thing, i would've already asked them. I was hoping to get an answer to this from someone who has done and so or at to the lowest degree could link so relevant info. Either way though Merry Christmas.
